Northwest Oregon Works and the Oregon Behavioral Health Joint Apprenticeship Training Committee (JATC) are seeking qualified and committed professionals to serve as committee members supporting the ongoing development and stewardship of Oregon’s behavioral health apprenticeship programs.
The JATC provides oversight of registered apprenticeship standards, reviews apprentice progress, and helps ensure high–quality training pathways into behavioral health careers in Oregon.
Open Positions – Behavioral Health JATC
We are currently accepting applications for:
• 2 Employer representative positions
• 2 Employee representative position
• 1 Certified Alcohol and Drug Counselor II (CADC-II)
• 1 Certified Alcohol and Drug Counselor III (CADC-III)
Employee positions must be filled by individuals who are not in a supervisory role.

Employer Member Requirements – Behavioral Health JATC
Employer representatives must:
• Be employed by, or formally represent, an organization that serves as an employer training agent or behavioral health service provider in Oregon.
• Have authority within their organization to make or influence decisions about workforce, training, or apprenticeship participation.
• Demonstrate knowledge of behavioral health service delivery, agency operations, and workforce needs.
• Commit to attending regular JATC meetings and participating in decision-making related to apprenticeship standards, policies, and apprentice progression.
• Support equitable access to apprenticeship opportunities and uphold nondiscrimination and ethical practice standards.

Employee Member Requirements – Behavioral Health JATC
Employee representatives must:
• Be currently employed in a behavioral health role in Oregon.
• Meet the following credential requirements:
• One position: Certified Alcohol and Drug Counselor II (CADC-II).
• One position: Certified Alcohol and Drug Counselor III (CADC-III).
• Not hold a supervisory or management position (e.g., Program Manager, Clinical Supervisor, Director).
• Have direct experience providing behavioral health or substance use disorder services and working within community-based, clinical, or residential settings.
• Demonstrate a commitment to supporting apprentices, frontline workers, and quality training standards.
• Commit to regular attendance and active participation in JATC meetings, including review of apprentice progress, program policies, and committee business.

Oregon Behavioral Health Children, Youth, and Families Joint Apprenticeship Training Committee (OBHCYFJATC)
Vacancy Announcement – Employee Member Positions
The Oregon Behavioral Health Children, Youth, and Families Joint Apprenticeship Training Committee oversees apprenticeship programs for individuals who wish to specialize in serving children, youth, and families across a variety of social service and behavioral health settings.
We are seeking employee representatives who are passionate about advancing quality services and workforce development for children, youth, and families.
Open Positions – CYFJATC
We are currently accepting applications for:
• Employee representative positions (Children, Youth, and Families focus)
Employee members on the CYFJATC must be at least Qualified Mental Health Associate I (QMHA-I), or equivalent.

Employee Member Requirements – CYFJATC (Children, Youth, and Families Focus)
Employee representatives must:
• Hold at least a QMHA-I credential (or equivalent) and be currently employed in a behavioral health or social services role serving children, youth, and/or families.
• Have experience providing direct services in settings such as community mental health, child welfare, school-based services, youth residential programs, or family support services.
• Demonstrate a strong interest in workforce development, training, and the advancement of practice in children, youth, and family services.
• Be willing to participate in regular CYFJATC meetings, reviewing apprentices’ progress, program standards, and committee business.
• Support culturally responsive, trauma-informed, and family-centered approaches in apprenticeship training and practice.
