Northwest Oregon Works (NOW), the workforce development board serving Columbia, Clatsop, Tillamook, Lincoln and Benton counties has released a Request for Proposal (RFP) for One-Stop-Operator Services. This RFP is seeking proposals from qualified and experienced organizations for the coordination and delivery of WIOA services in the NOW region. This RFP session will start on 03/18/2026 and end on 05/22/2026.
Northwest Oregon Works is inviting proposals from qualified entities to serve as the One-Stop Operator (OSO)under the Workforce Innovation and Opportunity Act (WIOA) and 20 CFR 681.400. The selected OSO will be responsible for delivering integrated and customer-focused services in Benton, Clatsop, Columbia, Lincoln, and Tillamook Counties, ensuring seamless coordination among various workforce system partners. Approximately $35,000 will be available annually to perform these services. Work will begin on July 1, 2026 to June 30, 2027, with the potential for contract renewal annually until June 30, 2029, based on funding availability and/or contractor performance.
The One-Stop Operator plays a critical role in promoting an integrated workforce system that emphasizescustomer-centered service delivery. This role includes enhancing collaboration among workforce partners andensuring compliance with all applicable WIOA regulations. A significant aspect of the One-Stop Operator’sduties involves working closely with the Local Leadership Team (LLT) to facilitate effective communication andcoordination between workforce system stakeholders. This collaboration aims to optimize resource utilizationand improve service delivery outcomes, ultimately contributing to a well-integrated and efficient workforcedevelopment ecosystem.
